Authorize Gateway Transfers with ERC-1271

Gateway now supports ERC-1271 for transfer authorization.

Gateway gives developers a unified USDC balance across supported chains. With ERC-1271 support, a smart contract can sign a Gateway burn intent through its own isValidSignature logic.
