The Mainnet Countdown, a Treasury Launch, and Five Developer Releases You Might Have Missed.


It was a loud week. Arc put a date on the calendar, Circle shipped a treasury product and a stack of developer releases, and a research report quietly confirmed where the numbers are heading. If you were heads-down building, here is the week in one place, with the code, so nobody misses the part that matters to them.



The headline: Arc mainnet, September 16 ⏳

Arc confirmed it. Mainnet launches September 16, and the announcement made the model clear: 
this is a network secured by the institutions building on it. The founding validator cohort reads like a roll call of global finance: BlackRock, DTCC, Galaxy, Global Payments, ICE, Mastercard, MoneyGram, SBI, Standard Chartered, Sumitomo Corporation, and Visa.

And it goes past validation. BlackRock, BNY, DTCC, and Standard Chartered are each exploring integrations spanning tokenized asset settlement, custody, stablecoin access, FX, and repo infrastructure. Chainlink is bringing institutional-grade oracle infrastructure to Arc from day one through Chainlink Scale, meeting the standards of participants like BlackRock, DTCC, and Mastercard. The on-chain ecosystem lands at launch too, across liquidity and DeFi with Aave, Morpho, Uniswap, Aerodrome, and Galaxy, and custody and access with Fireblocks, Ledger, and MetaMask. Uniswap said it plainly, calling Arc "the chain purpose-built for stablecoins" and confirming it will be ready on day one.

Two days before all that, Circle held its Q2 2026 earnings call with Jeremy Allaire and Jeremy Fox-Geen. The numbers that matter for anyone building on this rail: USDC on-chain transaction volume reached 14.8 trillion dollars for the quarter, up 151 percent year over year, and the Circle Payments Network passed 175 institutions.

When a network launches secured by the firms that settle a large share of the world's money, "purpose-built for stablecoins" stops being a slogan and starts being an address.





Circle launched a Treasury Management solution: around-the-clock settlement across entities and time zones, reduced prefunding, and idle balances that can be allocated into tokenized money market funds where available. It is explicitly built to complement existing banks and rails, not replace them.

Sitting under that "idle balances" line is USYC, Circle's tokenized money market instrument, which this year grew past 2 billion dollars and overtook BlackRock's BUIDL to become the largest tokenized Treasury product on-chain. The tokenized Treasury market itself passed a record 15 billion dollars.

. Smart contracts and smart wallets can authorize Gateway transfers through signature validation, without relying on an EOA delegate. You set contractSigner: true on the transfer request. Allaire called it a big step for seamless cross-chain UX for both human and agent wallets.



. Spend from one unified USDC balance and let the SDK choose which chains to draw from, using a cost-aware greedy strategy: same chain as the destination first, then the largest non-Ethereum balances, Ethereum last. Omit allocations and it computes the split for you.

A report from Shoal Research on Circle's role in the agentic economy landed this week. Two numbers worth keeping: USDC settles 99 percent of x402 payment volume, and its monthly transaction count has multiplied roughly five times in two years on a float less than half the size of the largest competitor.

On utility, Circle amplified Artemis data with a simple framing: of every 100 dollars in circulation, 98 dollars of USDC actually moves. Most other digital dollars mostly sit still. As agents start paying in tiny amounts at high frequency, utility, not resting supply, becomes the metric that matters.





Three of the top fifty stablecoins are compliant with Europe's MiCA rules. Two of them, USDC and EURC, are Circle's. Visa and Mastercard both validated stablecoin payments this year, then kept the card fee in place, so the rail is proven and the 3 percent is the open question. The digital euro advanced with 36 institutions selected to distribute it, BlackRock began tokenizing European money market funds, and Cloudflare stood up an x402 stack for agents paying for web resources. The direction of travel is one way.





Put it together and the week has a shape. Arc has a date. Circle keeps shipping the rails: cross-chain movement in one call, smart-wallet authorization, unified balances, on-chain treasury. The asset moves more than any other digital dollar, and the regulatory position is real.

What sits on top of those rails is the opportunity. On Arc, a business can accept stablecoin payments, route idle balances into tokenized treasuries, stream payroll by the second, and let an agent orchestrate the whole loop. The rails settle the money. The layer above decides who you are settling with, and whether you can trust them. That is the part still being built, and it is the part worth building.
