The WTO Says Stablecoins Cannot Replace a Letter of Credit. The ICC Says Two Thirds of Letters of Credit Are Rejected on First Presentation.

Both statements are true, from primary institutional sources, and they point at the same hole from opposite sides.

One instrument moves money fast without checking whether the condition was met. The other checks the condition on paper and fails its own check two times out of three.

. The World Trade Organization draws the boundary, and it is right to. 👀

A WTO report on stablecoins and world trade, prepared by its Trade in Services and Investment Division together with its Economic Research and Statistics Division, says something the stablecoin industry does not enjoy hearing.

"Stablecoins serve purely as a payment layer. They do not supply trade credit, working capital, loans, or guarantees (e.g. letters of credit)."

That is correct, and anyone selling stablecoins into trade should say so out loud before a client discovers it. A faster transfer is not a credit facility. Instant settlement does not underwrite performance. A token arriving in seconds does not finance the ninety days between a supplier buying raw material and a buyer accepting delivery.

The report goes further, and the distinction it draws is finer than most of what circulates in this space. Trade in goods needs credit, documentary control, collateral and risk allocation across the gap between production, shipment and delivery. There is a physical thing that can be pledged, inspected or held while payment and delivery are reconciled. Trade in digitally delivered services has no equivalent. There is no shipped good against which a bank can lend, so the principal financial requirement is not credit at all. It is an efficient cross-border payment.

Which means stablecoins are structurally more useful to a software firm invoicing across borders than to a company shipping containers, and the honest version of the pitch says which one you are talking to.



. Then the paperwork number.

The same WTO report cites the International Chamber of Commerce Banking Commission on the instrument that does supply the guarantee.

Between 65 and 80 percent of documents presented under letters of credit are rejected on first presentation.

Read the figure carefully, because it is easy to overstate. This is a first-presentation rejection rate, not a final failure rate. Most discrepancies get corrected and most payments eventually happen. Nobody is claiming two thirds of trade finance collapses.

What the number actually measures is friction, and the cause is a rule rather than incompetence. Letters of credit operate under strict compliance: every document presented must be verified as accurate, complete and consistent with the terms all parties agreed. As the WTO puts it, "even tiny mismatches can halt payment." A misspelled port name, a date one day outside a window, a description of goods that differs by a word from the one in the contract.

So the instrument that exists precisely to guarantee that a condition was met cannot, two times out of three, establish on first reading that it was met. It gets there eventually, through correspondence, corrected documents, re-presentation and time.

That is the gap. One instrument settles in seconds and checks nothing about the underlying obligation. The other checks the obligation meticulously and takes weeks to agree with itself.



. And most traders have access to neither. 👀

The most uncomfortable figures in the WTO report are not about technology.

Across the emerging markets surveyed in joint WTO and International Finance Corporation studies covering West Africa, the Mekong region and Central America, only 2 to 20 percent of total trade flows are supported by trade finance at all. In Mexico, roughly a quarter of importers and exporters have any access to credit, let alone trade finance. The largest share of trade and traders is described in those studies as unserved, self-financing from working capital, borrowing informally from family, or simply paying cash in advance or shipping on open account.

Cash in advance means the buyer funds the seller's production and carries the risk that nothing compliant arrives. Open account means the seller ships and carries the risk of not being paid. Both are the absence of an instrument rather than a choice between instruments.

The scale for comparison: the WTO cites a BIS estimate of 6.5 to 8 trillion dollars in bank-intermediated trade finance, with another 2.5 to 3 trillion in non-bank forms such as credit insurance and factoring. That BIS figure dates from 2014 and should be read as old rather than current. Even so, the ratio it implies against total merchandise trade tells the same story the regional studies do.



. The cost is in the ramps, not the chain. ⚙️

One more finding from the WTO report deserves to be quoted by anyone making a cost argument about stablecoins, because it cuts against the easy version.

Researchers at Banca d'Italia ran 200 USDC transfers across ten corridors connecting Italy with Argentina, Brazil, South Africa, the United Arab Emirates and Japan. Total costs ranged from 0.3 percent to almost 9 percent of the amount transferred, and the report finds the cost driven primarily by the fiat conversion phases, the on-ramp and the off-ramp, rather than by the on-chain transfer itself.

The WTO's own conclusion is the sober one: "a payment is only as efficient as its slowest, most expensive component." Making the blockchain leg instant does little if funding, foreign exchange, compliance or redemption remain slow and costly.

Swift's data says the same thing from inside the incumbent system. Roughly 80 percent of a cross-border transaction's journey time occurs in the last mile, after the funds reach the beneficiary bank, while the international leg accounts for less than 20 percent. Three quarters of payments on its network reach the beneficiary bank within ten minutes.



The international leg is not the problem any more, in either system. The ramps and the last mile are.

. What conditional settlement actually does, and what it does not.

Be precise here, because the temptation to oversell is strong and the WTO already closed the door on the overselling.

Conditional settlement does not supply credit. It does not underwrite performance, it does not extend working capital, and it does not replace a guarantee from a bank with a balance sheet. Anyone telling you a smart contract is a letter of credit is describing something else.

What it changes is narrower and more useful. It changes when value releases and on what evidence.

Under ERC-8183, funds can be committed and held against a condition, released when that condition is evidenced, and returned when it is not. Under ERC-8004, the counterparty on the other side carries an identity and a reputation record rather than being a wallet address with no history. Settled over x402 on Arc, where gas is USDC and finality lands in under a second, the whole thing happens in the currency of the transaction rather than requiring a second volatile asset to be acquired, hedged and explained.

For a transaction where the disputed question is whether the thing was delivered as agreed, that is the part the current pair of instruments does not cover. A stablecoin transfer answers when the money moved. A letter of credit answers whether the documents matched, eventually. Neither produces a machine-checkable record, available to both sides at the moment of dispute, of what was promised and what was evidenced.

Where this is immediately practical is not container shipping. It is the trade the WTO identifies as needing payment rather than credit: digitally delivered services, cross-border software and data, professional work invoiced across borders, and high-value brokered transactions where the parties want documented proof of what each side committed to without the broker giving up control of its own client diligence. In that last case the broker keeps its customer due diligence exactly as it does today. What changes is that the settlement carries a proof rather than a promise.



. Where the rest of the stack fits. 🤔

The reason those belong together is visible in the paperwork problem. Funds held against a condition are funds not earning, which is exactly the trapped working capital that makes cash in advance expensive for the buyer. Putting the escrow and the yield-bearing asset on the same ledger, redeemable into one another in near real time, is what stops a conditional payment from costing the buyer the float.



All of it runs on Arc testnet. Twenty five contracts, each verified on Arcscan from the second of deploy, roughly one hundred thousand transactions and four thousand on-chain holders. Not mainnet

An independent security audit covering the contracts and the front end gates that migration, and it has not happened yet. We could have pushed the same bytecode to mainnet the week Arc launched. We did not, because merchants, enterprises and banks should not find out after the fact that the rails holding their money were never independently reviewed.

For a piece about trade finance, that matters more than usual. The whole value of a guarantee is that somebody credible stands behind it. Claiming to improve on a letter of credit while running unaudited contracts would be the wrong way round.

Whether the on-ramp and off-ramp cost curve moves. The Banca d'Italia range of 0.3 to 9 percent is the real number to beat, not the on-chain fee, and it will move through local rail integration and licensing rather than through faster blocks.

And whether anyone publishes a first-presentation acceptance rate for conditionally settled transactions. The ICC's 65 to 80 percent is the benchmark that exists. Any claim to have improved on documentary friction should be willing to be measured the same way.



Does this mean letters of credit are broken 

❓

No. A first-presentation rejection rate is not a failure rate. Most discrepancies are corrected and most payments complete. The instrument works, and it works under a strict compliance rule that exists for good reasons. What the figure measures is the cost in time and correspondence of getting documents to agree, which is why the instrument is expensive and why smaller firms often cannot access it.



Can a smart contract replace a letter of credit

No, and the WTO is right about this. A letter of credit bundles a payment undertaking with credit, documentary control and risk mitigation from a regulated institution. Conditional settlement changes when funds release and on what evidence. It does not extend credit or underwrite performance.



Does Meridian perform anti-money-laundering or know-your-customer checks

No. Where a broker, merchant or institution is the counterparty, that party keeps its own customer due diligence and its own regulatory obligations exactly as it does today. What the stack provides is settlement and proofs.



Why does the digitally delivered services distinction matter

Because it decides whether stablecoins are the right tool. The WTO's point is that goods trade often needs credit, collateral and documentary control, while digitally delivered services mainly need an efficient cross-border payment. Pitching a payment instrument as a financing instrument is how a deal fails after signature rather than before.
