Send the Exact USDC Amount with CCTP Upfront Fees

CCTP upfront fees let you send an exact USDC amount when a transfer uses Fast Transfer or the Forwarding Service. The fees are quoted and collected upfront on the source blockchain instead of being deducted from the transferred USDC.
